Participation of the Islamic Committee of the International Crescent (ICIC) in the 48th Roundtable on Current Issues in International Humanitarian Law(IHL) September 10-12, 2025, San Remo, Italy

Dr. Mohamed Hamad Elasbali, ICIC Executive Director, participated in the 48th Roundtable on Current Issues in International Humanitarian Law(IHL), entitled “The 48th San Remo Roundtable of institute of IHL. on IHL Current Issues: From Peace to War and Back: Putting IHL. at the Center.” The roundtable was held on September 10-12, 2025, in San Remo. The roundtable was attended by (142) in-person participants and (61) virtual participants via Zoom.

The 48th Roundtable of IIHL opened at 2:00 PM on September 10, 2025, with Speeches by: Mr. Alessandro Mager, Mayor of San Remo; and Mr. Giorgio Battisti, Lieutenant General (Ret.), Italian Army; President of the International Institute of Humanitarian Law; Mr. Marco Scajola, Councilor, Liguria Region; Ms. Mirjana Spoljaric, President of the International Committee of the Red Cross (recorded message); Ms. Isabelle Rosabrunto, Director-General, Ministry of Foreign Affairs and Cooperation, Principality of Monaco; and Mr. Rosario Maria Gianluca Valastro, President of the Italian Red Cross.

Keynote address: Marco Sassoli, Professor of International Law, University of Geneva; Member, IIHL.

The roundtable held seven sessions, covering seven themes:

Session 1: The Role of the Development of IIHL. in Protecting Peace.

Session 2: Humanitarian Disarmament and its Importance for Peace.

Session 3: Classification of Conflicts, Hybrid Threats, the Use of Proxy Groups, and the Risk of Escalation.

Session 4: The Role of Compliance with IHL. During Armed Conflict and in Negotiations.

Session 5: If the Sea Becomes the Key: The Growing Importance of Maritime Scenarios in Waging War.

Session 6: When the Guns Fall Silent: The End of the Application of IHL. in the Aftermath of Armed Conflict.

Session 7, From Conflict to Closure: IHL. Obligations After Armed Conflict.

Closing Session: Conclusions.

Meetings: A number of meetings were held to discuss topics of common interest.
